The trend towards militarization of the police, which is sweeping the
region, has now reached Uruguay. The interior ministry has announced that 1,000
members of the armed forces will be incorporated in the national police force to
improve public security, especially in Montevideo. The soldiers who choose to
move into the ranks of the police will be enrolled on an instruction course in
the police academy and will then be assigned active jobs in patrols combating
street crime. The public perception is that security is deteriorating in
Uruguay, even though it remains one of the safest countries in Latin
